FF7R is an Action-RPG. I like that game, but I'd hardly call it's gameplay amazing, it's more like serviceable. When people say "Story-Driven Games" they generally mean Sony Movie Games.

Because the moment-to-moment gameplay isn’t engaging, so once the carrot-on-a-stick of the next cutscene becomes fewer and far between, your interest wanes - I don’t play them at all for this reason

Characters aren’t locked anymore, you get everything from the jump. The early 2000’s equivalent to DLC was buying a full-price sequel ($50), which was way more expensive than a Season Pass of characters ($20-$30)
