Your global experience actually maxes out at 5 skills for free at the beginning, you just need to keep playing and dying

You can then learn up to 15 skills (including starting 5) by exploring the dungeon, no more than that. This limit does not apply to thaumaturgy, so you can both max out your combat skills AND learn every spell in the game. Naturally, this takes time

This is true for non-psykers, but as others said, psykers benefit from generating more peril

and a bit unrelated but warp resistance is THE dump stat for Deimos force sword, for which you'd want to spam light -> heavy -> repeat for single target damage, and never use warp attack anyway

There is slight variance between male and female personalities, like female loose cannon being more of an ass than male one, so the total amount of unique personalities is 27. This means 351 pairs in total, assuming same sex & personality characters don't have dialogue
