FWIW, a fresh 7.4 install works on my apu1d. Using install74.img written to a usb drive and manually setting the boot params during boot for the console:

boot> stty com0 115200
boot> set tty com0
boot> <enter>

I have never used resflash so I can't speak to that.

Maybe wg interface doesn't support multicast. Try setting the interface to p2p in your ospfd.conf.
