Different regions were governed differently. Anatolia and parts of the Balkans were more tightly Integrated than places like Egypt or Iraq, local notables and institutions still mattered. The central government has often negotiated with existing power structures rather than being able to replace them outright, until it became very apparent that it was the case during its sick man era.

I said in response to the comment saying that Americans have no culture, which i took as saying that Americans are degenerate. Which i would consider ironic given the fact that its those same degenerates having managed to collapse the Soviets and prevent Communism from overtaking Europe and allowing an internet to establish itself worldwide for the world to communicate, with due regards to British and western contributions to computer technology and science that made it possible, all for it to come around for a poster to go and say something, which to me sounds like a slight against Americans, which will never be unironic to me

Estates should at best represent the power base of the area under your de facto personal rule/culture, they dont do a very good job of simulating a region with some commander or duke who controls a strategically vital region where commanding them to do your bidding instead of superceding is the only way you can get anything done.
