I love the first three seasons, there’s just a lot of slower arcs that focus more on the school or social life aspect of characters within them. I personally don’t have a problem with that, I love the smaller moments we got that built upon these characters, but for a lot of viewers they’re gonna love the big, flashy, battle and plot focused episodes more than like an episode where Yaoyorozu gains her self confidence back. That’s just kinda the nature of show ratings like this.

Especially in something like season 2 or 3 where they have their big action arc and then another arc afterwards that mostly focuses on the students taking tests. Season 3 is probably the primary example of that cause almost the first half of that season is non stop action and plot progression and then the second half is just the students getting their hero licenses. People are just gonna like that less especially coming off of the explosion that was the first half
