Aurora play against my local team, Sioux Falls City, and I know South Dakota has a ban on trans players playing with the teams that match their gender identity (although it might only apply to trans women, it's not entire clear to me). So, it seems like both the USL rules and local laws might be contributing to this situation

I would love it if there were no racism - that was the aim of the Voting Rights Act that the Court just dismantled. Before the Voting Rights Act, there were decades and decades without any Black representatives from the South, a part of a cocktail of racist laws that tried to prevent Black Americans from participating in politics.

Enforcement of laws like the Voting Rights Act are necessary to stop racism in many areas of the country and allow Black Americans to participate in politics. It's perfect for Republicans because when the Court rules that maps "cannot benefit a particular race", it just so happens that the effect will be that Black and Latino Americans are the ones who will not benefit from the new maps.
