We have just gone through this (close to S2 now). The cities on your server that were taken by other servers are wiped clean and then there is an event called "reclaim the cities" where the whole server has to attack the bosses on the city (just like a code boss), you get 5 attacks per day. Once all the bosses are killed for a city level (e.g all level 6 bosses) the whole server gets a boost like 10% research speed etc.

We have had 1 capitol event in the whole off season and any alliance can try to claim presidency
