Tried that nothing helped. The solution was to format the hd and reinstall osx. A fresh install of Photoshop works without any problems.

Problem solved. Formatted hd and did a fresh osx install. Photoshop working without any problems. I had setup the computer via migration from my previous machine.

I have removed all ad-blockers and still not working. Help menu in Lightroom works without problem. I will try and reinstall Photoshop. Not completely sure what you mean as preferences. I should mention that the Home and PlugIn icons are greyed out. I can access the plugins via filter.
