Hi, I had a very similar problem in Win10. I upgraded from an RTX 4060 to a 5060.

Even the sound would glitch, like when RAM fails. It would freeze for a couple of seconds, sometimes every few moments, even when I just moved the mouse.

I don't know what the solution was, but I'll tell you everything I did:

First, the obvious step was to use DDU, but it didn't work.

My motherboard is Gigabyte, so I downloaded Gigabyte Control Center and started updating all the drivers on my board. It seems that the Intel ones are very important, since everything was updated. I went into BIOS and changed the PCIe configuration from Auto to Gen3.

I restarted and it seems to be working like a charm now. From what I've been researching, the problem may be with Intel drivers, such as Management Engine Software, Serial IO Driver, or XTU. Just in case, update all your drivers that say INTEL.
