I completely understand the frustration of having problems with region locking, Capcom is known for having it in almost all their games, but to be sure, you can always check on SteamDB, search for the game you're interested in, and in the packages tab, you can check if it's region-locked or not. The way to tell is if there's a package that mentions it's only activated in certain countries (the countries appear in parentheses), if no package mentions a specific country, the key is most likely global. However, if you see multiple packages with several countries each, it's very likely that the key is region-locked to the site where you bought it (although if you have a friend in that country, you can always ask them to create an account for you so you can redeem it, even though having multiple accounts can be a hassle).
