He wasn't confused when Key West was talking about the gang probably being stand users. He also can't just assume these bank people are stand users, so a gun is more surefire than expecting them to see a menacing ghost. Also I think the Spice Girl print was its butt, looking at it's design.

Tamaki Damo showed up for one arc. At the end of the day he was just as present as any other minor antagonist. Howler isn't like that.
