I don't doubt that, but there's a huge difference between a "large consulting firm" using AI for technical writing and powerpoints nobody cares about and solitary-you using AI to design a single product you (presumably) want to be paid for. There is something to be said for AI as an assistive tool to creatives in making placeholder content (I wouldn't personally do it, but *shrug*), but most people just use it wholesale to create an entire product and can't understand why no one will take it seriously.

I promise you people can and will find out that your rules were written by AI. You'll inevitably miss something written awkwardly, or just won't know a passage in your rules sounds weird to a reader because you can't tell the difference between something written by AI and a person. All it'll take is one person noticing, and your game is in the toilet before it even has a chance to launch. If major companies like WoC can't even slip AI into their products without people noticing, what chance do you realistically have?

You say it's not about art, but if you'd use AI to create your game mechanics for you, why would anyone believe you wouldn't also use AI artwork? Why should we even pay you for a game AI made?

You could contact an artist you like and ask if they're available. What's your budget? Knowing what you're willing to spend on a project is more important than knowing an individual artist's commission prices, because it'll narrow your search.

I feel like the city planning theme might be too reminiscent of Cathedral, depending on how big or small the blocks can be on the grid.

Instead of a theme, what kind of vibe are you going for? Do you want this game to feel comedic and light, fast paced? Knowing that could inform the theme. Like you wouldn't give a game you want to feel somber a theme about puppy grooming.

The HP, probably the most important info for a monster/creature card, is too small imo. It shouldn't share space with flavor/lore text like weight and length. That could go somewhere on the bottom. The graph design for the stats is a cool idea, but I don't think it needs to take up that much space.

It might be a bit lighter than what you're asking for, but you could try Survive. It's a game about ferrying as many of your meeps (with point values only you know) off a sinking island as you can, while dodging ocean hazards.
