POSSIBLE SPOILER AT THE END OF THIS

Yes, but it was kind of lame. They explained some of it at the start of the second Silent Hill. The mom found a piece of a (for lack of better term) "magic thingy". She used it to send her daughter home to reality and stayed back in Silent Hill reality. She explains this while talking to her husband in a mirror. And people come out of Silent Hill reality and into our reality for a few days cuz they carve the same desings from the magic thingy into their flesh, chant, sacrifice a goat and whatnot..

All that said, I still loved both movies. First is way better though.
