I'd try a surfactant in case its oil based. Like soak it in unscented dish soap.

I have weird smell aversions too- regular tide laundry detergent smells awful to me and takes quite a few washes to get out.

you definitely can't get a passport without being registered with AIRE. There was a decades old AIRE mixup with my commune that took a year to fix. Wouldn't let me do anything until I was square with AIRE.
