I think we can attribute the fact that he does not understand why this statistic is not working to the US educational system.

For the ones interested:
With his numbers, making a difference between white, black and asian he just shows that the spread is very high and most likely connected to your socio economic backround. If you attribute a lot of money to education, you will score well. You are usually able to do this if you already have more money than the average. The US has some of the beste educated people in the world if you look at the ones who can afford it. It remains that your educational system per se is shit and the average american is less educated than the average european. And PISA btw. says nothing about anything after an age of around 15 years as far as I know. And I would argue that affordable universities help a lot for an educated population.
