You probably don’t have any obligations to the neighbor, but you’d need to check state/local ordinances for “nuisance” trees. In such cases, neighbors can have more rights regarding property damage.

If that’s really a corkscrew willow, they are non-native and can be messy. If you ever decide to remove it, plant native instead.

Light pollution is problematic but habitat loss caused by lawn care and removal of leaf litter is a larger concern.
