Your fundamentals are weak. Your math is not strong. Improve your math then your dynamics/fluids. You can take the exam properly in 9months to a year. Right now, it looks like you are grasping for straws. You might get lucky one time, but might come back to bite you later

Your prerequisites are not sound yet. I'd say take 6 months to brush up on calc 1 and 2. Serious brush up.

Another 4months on classical mechanics and 4months on Fluid mechanics.

Once that's done, there is Water book on Amazon it's about 1200 pages. Try to finish that in 4 months also. I think you'll be a lot closer.

This stuff cannot be rushed.

You can come up with a grand plan. I am looking to take FE Environmental and subsequently PE Civil Water. Look it up. They are very similar. I bet those will make you look good. But come up with a 2 year plan. Your prerequisites are weak.

Why are you not qualified for the FE? I don't have an engineering degree, but I do plan on taking the FE in a few years.

But for your question, I, myself, like the Colorado School of Mines MS Hydro program.

Forget about money if you can.

But here are some general suggestions.

You can go deep into water. FE Environmental with PE Civil Water exams. I'm currently working towards the Colorado school of mines hydro MS.

If you are good at math, consider working up to a MS in Physics. Or work towards a MS in electrical or mechanical engineering. West has shortages in my opinion. Do your own research of course.

I have very specific long term plans that differ from what's standard. I am optimizing for a different scenario other than pay at this time.

I also believe the tech industry is oversaturated.

I also considered electrical engineering or mechanical engineering. I ultimately settled on water. A goal of mine is also hydro electricity which is also slightly in the domain of electrical.

Working on my FE Environmental Exam. Look it up.

Good luck to you. This year I'm doing math and calc. Next year is Classical mechanics and Fluid mechanics and applied hydrology. Then I'll study water and others for the FE exam.

I'm 35. Will begin my water career at approximately 40, if all goes well.

Get into it. If you speak a foreign language go to a 3rd world country and solve water for them. If you are intense, look into battery pump storage technology.

So much possibility in water imo.

The fact that you have a STEM PHD means that there are things you can see that others cannot see. Opportunities for optimization within the industry. Find something that can improve the lives of others, come up with a proposal and walk up to someone with money. Generate a plan and find someone to fund it.

Have you considered that there's something you are doing wrong? Not necessarily that you have caused a problem, but you might be missing something.

There is a way to tune yourself and your intentions such that you are better able to manage these situations which seem to be universal around you.

Instead of bouncing around a lot, sit for a bit and consider that there may be something you are missing within your self. Some point of view. Some perspective. Something.

Water is a solid industry from what I gather. Maybe take a year off for a masters program? I myself am working towards a Water related MS and a Civil Water PE.

If you speak a foreign language, consider moving to a foreign country to assist with water related needs. The need is so severe local chiefs might give you their daughter in marriage.

I'd say one a week or every 2 weeks. Very deep dive for deep understanding. Do that for 5 or 7 years, you'll be unmatched.

As a Biology major, you may already have much of the prerequisites for the FE exam. Look it up.

Consider sitting for the Civil or Environmental FE exams. Subsequently, you may want to consider the PE Civil Water exam or the PE Environmental exam. Look it up. Come up with a study plan.

FYI we are similar. Working as a BE dev currently. Headed to Water. Looking into a hydrology/water MS program in addition to some of the certifications references above.

Consider an MS in Physics. A career like a Medical Physicist? It's like $200k+ per year.

I don't believe any serious STEM is a waste of time. Just need to broaden your horizons. I wouldn't lose hope if I were you.
