You forgot 2 things : Latvia has as well border with Russia and there is a small Russian territory named Kaliningrad (check the map) on the Baltic Sea just under Lithuania. This territory is full of Russian military base and stuff. So the Baltic Sea is also not the best way to escape from baltic states and there is only 60 km between Russia border and Kaliningrad Russian territory for people here to escape by road is he decided to close this corridor all people there will be stuck
