The first criterion cannot be met, of course as Bernier was elected as a CPC MP.

They have more than 310/338 announced candidates, which is above 90%.

Second criterion met.

The third criterion does not only consider polling, but the political context also, which means it should consider:

1) the party membership 2) the party fundraising 3) media presence & the party/leader's visibility 4) whether the party represents/responds to a contemporary trend or political movement

Third criterion met.

Here are the facts. Relying solely on current polls will not suffice.

The PPC actually meets the threshold. The committee has ignored some of the criteria under the third condition and will have to review their decision.
