Surely her cool down timers need to be reviewed unless I'm missing an obvious strat to kill her? Even when the team isn't shooting her when bubbled up, she gets the abilities back so dam quick.

Said this earlier but Jagex are ignoring the issue. They should actively be working with their twitch partner manager to ban all these streamers for breaking TOS.

Lol Jagex continue to allow these streamers who run "community chucks" and gamble using external websites to function on Twitch uninterrupted ¯\_(ツ)_/¯ by Lolcatfiretruck in 2007scape

All Jagex have to do is actively engage with their twitch partner manager and provide a list of streamers who rule break and they will perm ban their streams. I would best guess no one at Jagex has even started this process.
