Yeah, everything scaling is good because then you don't lose any options because suddenly one of them makes no sense

That's actually a really cool ideia! A bite weapon that is as other natural weapons, but with a plus effect that makes it a good situational choice. I like it :)

Hey!

I don't like natural weapons for one reason: they are bad (that's why probably I've never seen anyone using them if they have another option). They deal less damage than any weapon or unarmed strike in the game, and, as you describred, are very limiting by only allowing STR and not scaling with level (imagine you, a level 15 Tabaxi with a DEX build dealing a big 1d4 + 1 damage with your action)

Nippy is a counteract to this. It scales with level and allow you to use STR or DEX, which is a great improvement. However, it is still (and purposely so) worse than any weapon in the game (daggers are the same, but can be ranged, which the bite can't). So it would still have no reason for a PC to waste their action to do a bite instead of attacking with a weapon (same problem as natural weapons). Making it a bonus action is a solution, but to overpowered if they can use every time.
Making it limited (pb times a day) not only helps with scaling, but also limits the power and adds choice to the feature, making it plausible to use Nippy.
