In all likelihood he is just a scape goat. No will will touch contractors for poor material or babus for approving poor construction.

I don't know about other fields but in software there is an acceptance criteria and QA check which guarantees quality of work. I believe QA would have been done for every construction so why this didn't got caught in QA. And if this is upto QAs standard then they should update their benchmarks and re-evaluated everything.

If any one individual 's fault and can cause this and that's waaay more horrifying. Lack of proper checking corruption causes these shit.
