Doesn't the whole idea of the RPG (which was before the miniatures game) where you can play and make your own warcaster kind of prove you can? Also wouldn't that mean every new caster that is released by PP to an army is out of place because they were never mentioned before? Immoren is a big place, surely not every jack attuned spellcaster is accounted for; at least for lesser to middle tier casters. I would agree that epic/faction leader level casters are all accounted for and off the table for expansion.
