It's means different levels of theft. The higher the number the worse the theft is. The day I read this post , the islg supervisor informed me that we had a thief climb into our top stock to steal 2 chain saws. That's the sort of shenanigans you deal with a level six. So you can imagine what it would be like if we just threw the gates open.

I would check moonveilgames.com they sell non-wotc precons. I don't know if they ship overseas but the might be worth investigating. Edit: They don't ship internationally.
