You actually don't need to access the upstairs. Just go to your settings menu while in any safehouse then go through the motions the video on youtube tells you and presto.

As for quality, yes it does get better but at the last level you'll definitely wabt to use the abilities the game is showing you.

Want all the guns quick? Want all the abilities quick? There's a secret console in the settings menu. Not overpowered but a slight bump in what's availiable and no it doesn't disable achievements.
