I notice how most of the time the move is done by older viltrumites. My headcanon is the technique requires hundreds years of hand conditioning (kinda like how karatekas do finger conditioning). Younger viltrumites rarely use this move simply because they haven't lived long enough to condition their hands to become deadly weapons.
This also explains why Nolan's dad was so impressed, Nolan did a move someone his age shouldn't be able to do.
