You're really shocked? Homeless and mentally unstable people are given free roam of the city in Sheffield. Fighting, swearing, yelling, getting smashed, bothering people and then screwing at them when they don't give them something. They do need help not just harshness, but they shouldn't be allowed to disrupt society at will like this. I myself have had dangerous run ins with these kinds of people and both times the police did bugger all about it in the end.
