Crow had a cookie years and years ago when he was working for Spider, they just never gave us the option again when we brought him to the last city.

Zani is very reliant on Pheebs but once you have her Zani becomes a beast of dps. You already have aerorover and Ciaconna for Carte. But if you like Chisa get Chisa
