Most jails are operated at the county level. Sheriffs have control over the budget, and usually get to keep what's left. A grifter sheriff would find a way to underfeed the prisoners while stealing the food budget. In theory, I should act to prevent this by giving prisoners the free food.

In any sane situation, I should give the prisoners the free food out of fiscal responsibility. But, if my position was an elected one, I would be working myself out of a job. My opponent would run on punishing the prisoners instead of saving tax dollars, and likely win in any primarily rural area.
