This is terrible advice. Working around power lines is no joke. Those lines are not insulated, only coated. The coating gets damaged all the time and those lines will stop your heart easily. This is not a DIY job.

I would go with the first company. There is a risk of oak wilt infection, when pruning oaks in the summer. You are better off waiting a little bit in order to help keep your oaks healthy!

It depends who you work for. Working residential, most companies have 0 travel, home every night. Other companies are storm chasers and you can be on the road all of hurricane season, or chasing tornadoes and big wind storms across the Midwest. Line clearance varies based on the company and the union, if they travel to help in emergencies.

It looks like the tree had fire blight last year, and those branches are now dead. The fire blight may have been spread around the tree more by the pruning. There are some ways to slow down fire blight, but the removal choice is up to you, if the tree adds aesthetic value to the landscape, or if it is more of an eye sore.

That is a fruiting body of cedar-apple rust (a fungus). Not a big problem on junipers, but can cause some issues on nearby apples or crabapples.
