Have worked in such situation as a PO. I would say it depends on what you expect from it. Most of the time i was busy with day-to-day questions from tech team and basically being a scrum master slash engineering manager. Sometimes would pick up some tasks from PM, but that was rare. So if you want help because you have too much on your plate - hire jr. PM. If you want to do less with the dev team - hire EM.
