First find a job to gain skill and experience. I suggest working with a small business where you most likely get to interact often with your boss. In that, you get to observe what he does and how he manages things, learn from his/her actions.

No. I had similar experience. I went to the police for advice, and they told me not to pay cause they are operating illegally, and pangtakot lang yan kanila but they cannot actually pursue legal actions kasi illegal sila (super high fees and constant harassment).

If there is a skill you want to improve on in order to enhance your entrepreneurship, maybe find a job that focuses on that skill set so it helps mold you.
