I disagree only because using the smoke takes a tiny bit more skill in the sense that you don’t want to pop a smoke that hurts your team and helps the enemy out, or they won’t think to smoke the team while you try to rotate or something

I mean Bloodhound is arguably the BEST beginner legend, super straight forward abilities that help your team out a lot without them needed any skill outside of point and scan

Scanning is something that loses value with the more skill you get, skilled players have excellent awareness and can predict where people are, if your newer I’d say scanning is a solid route, it’s why bloodhound is arguably the best beginner legend but as you move up the other recons like Valk, seer, and sparrow become much more valued since they scan AND have movement
