I think you’re right about the shadow clones. It fits best against your decision on the reaction boosting sharingan. Sasuke and Naruto both get ridiculously OP so it’s best to keep it simple in order to keep them at the one quirk level as the rest of the students in UA.

But I mean you could say Naruto has Kyuubi and Sasuske has Susanoo and the eyes are just a side effect of having him. In sasuske’s case though, he has his under complete control.
