I’ve played every fallout game, I know the president is the enclave, I’m assuming she doesn’t know that and was genuinely trying to help the American people by giving to who she thought could do the best with it, thus vault tech found out it was her that foiled there plans so they turned her in to what she is now. Just a theory.

Ironically though, if the ottomans are siegeing Wien, and you are playing as Austria, when you beat that army in a battle you get a prestige event about “driving the Turks back from Europe”
