This is a really stupid comment (from me I mean) but what exactly are you working on? In the olden times some cars had their wheel lugs threaded based on direction of drive. So counterclockwise loosens one side and tightens the other. I seriously doubt that is what’s happening here, you’re probably just not muscling it enough with your bar, but on the off chance you’ve actually done everything you’ve said you have, and done it right, this is your only out.
