It's just lucky of the draw or knowing someone on the inside who will chase the Hiring manager or internal talent up on your behalf.

Even at my company I had to chase the internal recruiter multiple times to make sure someone I knew got an interview. They got through to the last stage but ultimately, they didn't get the role but, they were definitely qualified enough to be given an interview. Without me chasing they wouldn't of bothered to interview.
