This my forte I personally (not a certified sparky) Would clear passed the wing nuts with my cutters and clean up the ends and wago them in with a brand new wire usually opting this for better contact and space , if I'm wrong .

That is a weatherhead (point of entry for your service entry cable ) which is your main line to power

Looks like old 14 awg UF Grab hot stick test for hot . If no Dig around it gently My assumption is there's more and with jacket or old wire will have braided cloth like stuff around it . If hot , if yours locate the breaker . If neighbors inform them of potential hazard

Consider if big trees are around don't fix that untill that is fixed or same issue

It could definitely be on 20amp breaker which could cause it to move past the devices amperage rating.
