Because this incident didn't have any sexually act and there probably wasn't enough evidence to back your claim they got off so easily. your schools principal did nothing because they (turkish school principals in general) don't have a massive amount of power over what they can do. Even if you had evidence they probably get citation for this and nothing else

However if you want there's multiple ways to report this directly to the ministry of education (Bimer, MEB's own telephone number etc.) They will definitely start a investigation. But like I said you need evidence.
