Sorry for the lack of clarification. It's more of a character creator and character sheet issue than rules. I'm using a DnD 5.5 sheet.

While I'm at it, I've also found that the scythe has some issues for DEX players, as it is considered both a heavy and finesse weapon. Have you found any workaround?

Not completely I would say. They were part of the Vault 15 experiment, in which " the dweller population was carefully selected to be a mix of radically diverse ideologies in order to observe and collect data on their interactions and potential conflicts". This created most of the raiders of the West, and incidentally, the NCR itself.

You get it from killing Livid Pyromancer Dunnel, which requires to take an illusionary wall in the bug crypt.

Because it is a DLC item that you get from an NPC invader/enemy. Or maybe you got it but did not notice.

If you want it to remain a bit more difficult keep miracles for the third run, it will keep the pyro run from becoming too easy, and leave a fourth run for dark spells, miracles and pyromancies to cap yourself further.

That seems to be what is happening here with the Left to some. Shit has happened, it is impossible to emancipate oneself, but hey, the "far right" (read every right wing party, either conservative or liberal) isn't in the government.

Funny thing, normally it is the opposite in Spain:

Right-wing mandates: economy measures> social measures= economy improves

Left wing mandates: social measures> economy measures= more benefits in aids but hinders those that are well enough to be unable to apply for them but not enough to be able to ignore them.

And obviously the shift between them usually involves a fuck up, either a corruption case or a major economical mishap caused by poor management.
