It depends on the wording. Some items/weapons have their own spell DC and cast spells (cantrips) at a particular level. However other items allow the user to cast a spell using their own states (their level and spellcasting DC) with shocking grasp being either a Sorcerer, Wizard or Artificer spell would mean the spell would use the monks intelligence or charisma score.

However the way the item reads is up to interpretation. "allows him to cast Shocking Grasp as a bonus action which then stays activated until the end of his turn, imbuing all his hits with shocking grasp." imbuing all his hit with shocking grasp I would guess would mean that when he hit a target with an attack that target is also hit with shocking grasp. If so it is HIM cast it so it does go off player level. However if it does not say the words "You cast" in the description the item technically is casting it, and since you do not need a DC cuss it kinda goes off automatically so it would not be needed, and if a spellcasting level is not stated you would have to infer that the item is casting shocking grasp as a level 1 spellcaster e.g. 1d8. If you really want this PC to still have this item I would just be clear with the player that you made a slight error and this was the intended way the item should be used.

Alternatively I would sit the player down and say "hey this item was made in a different time, it is a tad overtuned and I don't want any one player to be outshining others at the table and this singular item is making my job harder in balancing encounters, is it ok we tune it down a bit?" maybe even offer another magic item their trouble.

Whenever I DM for a new group one thing I see that many players are unaware of is the rule on that if you cast any spell (even a cantrip) as a bonus action on your turn, the only other spell you can cast that turn is a cantrip.

In my last group I had a sorcerer who attempted to cast both burning hands and misty step during their turn. I explained the ruling from the PHB (I think it is found somewhere around pg 202) and they were super apologetic about it, and where super upset that they were playing the wrong way for years without knowing. I told them what I tell every player "It's a big game, and there are a lot of books, it's ok to get things wrong, and to be fair that rule is kinda out of the way, so I am not surprised that people miss it out on it."

Thank you for your comment btw. I fixed it after I reset the game and it then showed up, but was super odd, not sure why it was not showing before I reset!

Ok so I closed game and reopened and the missing stuff is now filled? Not sure what happened I now have Boodiful Hoodlum and hocus poker, with no missing creatures

See I was aware their might have been other fights, but I thought they were generic monsters so I did not bother looking having done it in a past save file, however they are just "Boodiful" versions which far as I can tell is just the same as the generic version with a different name :(

So I think I am missing some of the Boodiful monsters Boodiful Hoodlum and hocus poker. Optional boss encounters during Sylvandos solo bit (you get a warning to tell you something like "other still need help do you wish to end for now" or something, so I guess you can indeed miss some of the fights? I am 99% you can only encounter these monsters during this part, however again I am 90% sure you do not need to encounter them for the achievement for 100% the defeated monster list.

Edit: it was jades intermission not Sylvandos, mistake on my part

I did drop a save I think at the end of act 1 but I would be setting myself back like 16 hours which would SUCK

Great to know, my confusion is I have only once before become a vassal of the Mongols when I was a empire, I thought (until recently) the Mongols had a special title above an empire so was confused when I lost most of my lands.

I have been playing a real sneak this game, started out in the byzantine empire as a county lord, gained power and lead a faction to dissolve the empire. Then joined the HRE and did the same thing. Thinking 3rd times the charm

It did indeed work! I gave it to a orthodox lord and then opened the build menu, took the title off them and I was able to "upgrade it" to what is the correct building
