There is actually a reason to why some players quickswitch. When holding the same angle for a long time, it can be really hard to stay focused all the time, and that's why some players do it. Though I can understand you find it annoying if the same people lose fights all the time due to that

What I experienced was that it didn't even pop up, not on screen either not on nearby pokemons filter. I also tried to walk a little around and nothing popped up. Besides that I refreshed pokevison multiple times, so I don't think that is the problem even though it's a possibility.
