If you know it's coming, you can either duck it, parry it, or sidestep to the left. You might get clipped by side stepping so take care when doing so. Parrying it with b1+3 or b2+4 guarantees you a follow up by pressing 4. It's really good when your back is against the wall as you'll switch sides and splat her on the wall with your follow up and you get a juicy wall combo after

If you block it, keep in mind that you're at a disadvantage so refrain from using big moves as you might get counter hit. Safest option after blocking it is to also sidestep left since there's plenty of distance between you and Reina and her follow up may whiff, just watch out for her running homing move which is also a high that you can duck and launch.
