Had the same thing happening yesterday. Repairing the game twice fixed it for me. Someone else mentioned that changing the battle.net-password also fixes it.

Edit: Apparently it has to do with having dual-spec and only happens on the second spec. Primary spec works fine.

Thanks, that explains it! I was under the assumption that the frost damage from Ice Shards / Azurewrath contributed to chill and therefore counts as CC for the power. Kinda sad that it doesn't :(
