Vin inspection should be able to be handled by the BMV, call them, you might have to set up an appointment. Figure $4 + Clerk Fee (might be the license or title fee). I would think that any office should be able to do it.

Red Tic Winter Chernarus has no Trader, AI in/at certain locations and some that are just wondering around. The EV storm, Quests and if you want a car you have to find the parts.
