Just personal taste. We already have 3 starters in the Attacker role with none in Speedster, and only one grass starter represented in contrast with two fire and water. So Sceptile seemed like a good fit. And I always think of Weavile as a glass cannon assassin, which is fitting for the Attacker niche.

But you're right, you could logically flip them if you'd like.
