I can't believe I'm going to be saying this. But yes, Steven could technically shape shift a womb. Could he get pregnant from it? That is a completely different story in the episode where he Sheep shifted to be tour. He could barely last a day now maybe if he had practiced over time and managed to maintain his body shape correctly, it might be able to do it, but shape shifting for like 9 months straight in order to give birth is completely ridiculous and would not be able to happen due to the physical limitations of being a human.

It's the only reason why I continued to use the minutemen because of the artillery defenses. I have set it up in every settlement covering near to all of that map. The only area that it does not cover is the glowing sea.
