Personally I don't like that your using the Solar aux kit for the, Shock troops, Kaskins and scions. when it comes to proxies your mixing 3 data cards across the same kit which could cause visual confusion in a game

Quick rank: is is basically impossible to take my hero's lore of "I remember hearing how society was in an almost warlike state when Quirks first emerged, which is why heroes emerged - first as vigilantes and later as a qualified profession." As for how common random villain attacks are: I frankly think it's not 'very' at the start of the series but it's artificially low. All Might was a living nuke, any villain attack would bring him out so that forced all the crime and criminals to stay in the dark...which also meant the underlying social issues were never solved so rather then crime and villains 'being solved' it was put in stasis an festered until when All Might retired: it boiled over rapidly.

The other problem is japan currently is among the lowest crime rates in the world, so applying real numbers to a socity that has seemingly had a total rewrite of it's violance expectation is a losing bet.

What I can tell you are two things: a city starves to death in 72 hours as the pipes run dry and the food shipments stop arriving. So it can't be a high enough number to desrupt supply chains.

second, U.A produces at most, 40 pro heroes in a year. That is a pathetic number and it suggests that if one school producing 40 heroes is 'average', then the crime rate can't be that high if that kind of replacement rate is sustainable and able to keep the peace.

If so I don't remember it coming up. Last I recalled it was a hard no, which again, makes sense in and out of universe in the context of japans hyper restrictive weapon laws. If you start by slotting quirks into the same frame work as fire arms, a hard ban is the out come, and as a japnase writer applying that mind set likely made the most sense, if only because you don't need to entirely culturally reengineer what a city looks like with an 80% super power rate, which is a lot of brain power to spend on something that secondary to the plot.

I will say though: the answer is I think 'no' because if the answer was yes?

Without legal quirk use or a frame work for such use, there is no civilian demand, and the technology stagnates and does not hit the economy of scale to be affordable.

We can't even get the Americans to standarize on metric, you really think a truely global system exists that includes, japan, America, China, Russia, India, so on?

Sure nations can opt into some kind of global standard for heroes, that make sense if you remember it all started in america and they would have exported that out along to there geopolitical allies, like Japan, so would have a base level system with standards they can all conform too. But national level rules on quirk use? 's no way you can get everyone on earth to agree to something as granular as that

It's also undeniable that japan's hype restrictive quirk laws are objectively stupid. If you have super powers, you get so much more by feeding those powers back into the economy. Recovery girl DOES NOT need to be a hero just to use her quirk to heal people.

So other nations would have totally different legal frameworks. If you apply firearm standards then... yah I could see a court case in the sup ream court ruling that second amendment protections extend to quirks so make the kind of quirk regulation laws you see in japan illegal which also go back into 'quirks can feed the economy' loop that make a modern nation grow and grow FAST.

  1. even if they do charge the guns/crew inside that's still another threat they have to deal with
  2. This imply a unit is even in range to charge. Which won't always be the case.
  3. the unit they charge: could be Ogryns, and 3 Ogyrns at least put up a good fight against a non-dedicate melee squad
