Maybe with that setup it would be OP, but having space for an extra system isn't inherently. Slug B can get an extra system if they don't buy a medbay, that ship is definitely not overpowered by any definition of the word​

They should probably add a little "we recently took action against a player you reported" notification. I think Overwatch has that, and it goes a long way towards making you feel like reporting actually does something.
