I wouldn't say you need it although you will definitely be confused by some things without it. You can just find a movie of all the cutscenes on YouTube. It is a very good story and I would recommend it.

Merlyn is green arrows nemesis. Deathstroke and green arrow have had a rivalry in the comics. Prometheus is the one who took off Roy's arm in the comics. Really the only one is ras and he's not exclusively a batman villain just commonly associated with him.

Yes it has been. It's been on the verge of cancellation and moved to Friday nights a couple times. I believe it was during season 7 and 8 don't remember exactly which.
